Expression of Interest: Donation of Obsolete ICT Equipment
1. Introduction
Management and Development for Health (MDH) currently possess a number of ICT assets, including desktop computers, laptop computers, printers, monitors, desk phones, and related accessories, that have reached the end of their useful life. Most of these assets are obsolete, non-functional, or uneconomical to repair and maintain. MDH intends to donate the items to eligible educational institutions for learning, practical training, research, and ICT skills development. This initiative supports community development, promotes digital literacy, reduces electronic waste, and aligns with MDH’s commitment to responsible asset management and corporate social responsibility. The proposed donation will be conducted in accordance with MDH asset disposal procedures, donor requirements, and the laws, regulations, and policies of the United Republic of Tanzania.
MDH now invites qualified institutions in Tanzania to express interest for the proposed donation.
2. Eligibility Criteria
- Must be a legally registered educational or vocational training institution.
- Must demonstrate a genuine need for ICT equipment for practical training or educational purposes.
- Must provide a formal request letter detailing the intended use of the equipment.
- Must not have any intention to sell, lease, transfer, or use the equipment for commercial purposes.
- Preference shall be given to vocational training centers and non-profit educational institutions with limited ICT resources.
- Must accept the equipment on an “as-is” basis, without warranty or maintenance support from MDH.
- Must provide a written commitment to the proper management and disposal of the equipment at the end of its useful life.
- Must sign an acceptance and handover form upon receipt.
- Must be legally registered and operate in compliance with the laws and regulations of the United Republic of Tanzania.
- Must not engage in, promote, or support activities that are prohibited, restricted, or inconsistent with donor policies, applicable laws, or the public interest of the United Republic of Tanzania.
- MDH reserves the right to decline a donation where there is reasonable evidence of non-compliance with applicable laws, donor requirements, or MDH policies.

4. Required Documents
Applicants should submit the following documents:
- Formal request letter addressed to MDH.
- Copy of institution registration certificate or accreditation documents.
- Brief profile of the institution.
- Description of intended use of the equipment.
- Estimated number of students who will benefit.
- Signed undertaking confirming non-commercial use of donated equipment.
- Acceptance of the “as-is” condition and waiver of warranty or support obligations.
