Project Summary: MDH Global Fund Cycle 7 (2024–2026)

The Global Fund Cycle 7 (GC7) project is a comprehensive, three-years (2024-2026) national initiative funded by the Global Fund to fight AIDS, TB and Malaria (GFATM) to support the Government of Tanzania (GOT) to combat HIV/AIDS, tuberculosis (TB), and malaria. The project is a continuation of longstanding collaborative effort by diverse stakeholders, renewed every three years, that contributes towards  the national and global goal of ending AIDS, TB and Malaria epidemics by 2030, inline with the third sustainable development goal (SDG).

In the GC7 Management and Development for Health (MDH) leads the work and efforts of non-state actors (NSA) as the second prime fund recipient working in collaboration with the GOT (first prime fund recipient). MDH’s scope of work has five key objectives implemented across 19 regions in Mainland Tanzania:

  1. HIV Testing and Diagnosis: Implement efficient HIV testing strategies to ensure that 95% of people living with HIV (PLHIV) know their status by 2025.
  2. Stigma Reduction: Decrease HIV-related stigma to less than 5% by 2025, improving from a 2013 baseline of 25% external stigma and 21% internal stigma.
  3. Prevention of Mother-to-Child Transmission (PMTCT): Reduce mother-to-child HIV transmission rates during breastfeeding from 7.9% in 2021 to below 4% by 2025.
  4. TB Treatment Coverage: Enhance TB treatment coverage from 53% in 2018 to 90% by addressing barriers to access and meeting the needs of key vulnerable populations (KVPs).
  5. Strengthening TB Services: Improve TB prevention and care for miners and their families by 2025.

In its GC7 implementation approach, MDH engages and works with five NSA as sub-recipients (SRs) tasked to implement specific project scopes in assigned regions. The SRs mobilize and engage community-based stakeholders, as the main beneficiaries, to ensure their effective representation and engagement in contributing towards the efforts to end the three epidemics.

MDH works hand in hand with key GOT (first principal recipient) institutions, including the lead Ministry of Health (MOH), the President’s Office Regional Authorities and Local Government (PORALG), the Ministry of Community Development, Gender, Women and Special Groups (MOCDGWSG), other multisectoral ministries and GOT institutions, as well as development partners, and non-governmental organizations (NGOs).

Planned Outcomes

The GC7 project aims to enhance access to essential health services for vulnerable populations, strengthen community and facility-based interventions, and reduce the burden of HIV, TB, and malaria in Tanzania, with a special focus on removing systemic barriers and stigma. Through its coordinated efforts, the project seeks to create sustainable health outcomes and contribute to the global fight against these epidemics.
